Recently a man named Eric Garner was killed while being arrested by police in a neighborhood in Staten Island, New York City. In an act of vengeance, officers Liu and Ramos, who helped arrest Garner, were assassinated by a suicidal maniac from Baltimore. At Liu’s funeral, Mayor DeBlasio, delivered a eulogy where he praised the bravery of the man and of the entire New York Police Department. The exigency of this speech is distinguished and involves many of the recent racially- driven protests and debates around the world and especially in New York City. Mayor DeBlasio has been reported to have told his biracial son to be careful around police officers. He also opposed some police tactics when he ran for the position of mayor in the recent past. These actions have led many members of the NYPD to believe that DeBlasio does not support the police force and is one of the reasons that officers Liu and Ramos were assassinated. DeBlasio creates the rhetorical situation in his eulogy by using many rhetorical strategies to win over the hearts and minds of his audience. Towards the beginning of DeBlasio’s speech he uses parallelism when he states that Officer Liu “…walked a path of courage, a path of sacrifice, and a path of courage.” By using this parallelism, and also shedding a bit of tears, DeBlasio uses pathos to reach his audience. His hope is that the audience will see that he is praising the officer and showing emotion towards a man he has probably never met before. In addition to parallelism, the mayor uses anaphora when he says “All of this city is feeling the pain right now, and all of this city wants to lift up the Liu family and the Ramos family.” By using this anaphora, and repeating the word “all” with emphasis, DeBlasio is making the ordeal of the family and friends of the deceased seem like a much more personal situation. He makes it seem like the entire city, along with the mayor, is a huge family; a family that is standing behind the Liu and Ramos families and supporting them in this sad and tragic time. By delivering this eulogy with imbedded rhetorical strategies, New York City Mayor Bill DeBlasio comes off as a caring and deeply saddened parent figure for New York. He presents himself as a good, sympathetic leader who understands the bravery of our police officers and supports their admirable acts of heroism.
